Trump's Woke Alarm Misses The Continent's True Threat: Technological Decline.

The recent US national security strategy presents a flawed assessment of the European Union. It claims that open-border policies and what it terms "progressive" policies pose an existential risk to the continent's identity. Yet, this perspective is based on a serious misinterpretation of the situation. The true danger confronting the EU is not societal but economic and technological lag.

A Glaring Economic Divide Between the US and Europe

The data reveal a stark contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry thirteen and a half percent increase for the European Union. Over this period, EU GDP per capita fell from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading EU nations like Italy and France.

Today, about 50% of the world’s 50 largest tech companies are American, while a mere four are from Europe.

The Technological Deficit: A Critical Problem

The growing disparity is driven by stronger productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The landscape of world technology leadership is decidedly US-centric. Over the past fifty years, 241 US firms have grown into companies valued at more than $10bn, compared with only fourteen in Europe.

This gap prompts a pressing issue: As the competition for future industries like AI, semiconductors, and fusion energy, what is the EU stand? Experts widely concede it is essentially a contest between two involving the United States and China, with Europe starting at a clear disadvantage.

Root Causes of Europe's Technological Lag

Several major factors account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic system for financing new ventures. The EU still lacks a true unified investment market, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can introduce a service under a single set of laws to access a market of hundreds of millions. The European Union, despite a larger population size, is divided among twenty-seven separate regimes, creating significant market obstacles.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these challenges, one can find causes for optimism. Policymakers are growing more conscious of the existential challenge and have started to advance substantial change. Notable analyses on European competitiveness and the single market highlight the necessity of major reforms.

Given appropriate policies and rule changes, Europe's strengths might enable far greater levels of business-led breakthroughs.

Europe retains significant advantages: high-quality human capital, top-tier education systems, and premier research institutions. Coupled with a large internal market and high savings rates, these foundations could trigger a surge of venture creation.

Importantly, even if the EU does not take the lead in creating next-generation tech, it can still significantly boost productivity by implementing and tailoring innovations from elsewhere.

An Inflection Point

Europe now stands at a critical crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. However, if it fails to take bold steps to tackle its structural weaknesses, today's slow erosion could give way to a sudden and irreversible loss of global economic relevance.
